Michael P. Milmoe joined the Law Offices of Leah V. Durant, LLC, in Washington, D.C. in 2017, after 31 years of government service with the Department of Justice. Mr. Milmoe received a B.A. degree at the University of Maryland College Park, a J.D. degree from the University of Baltimore, and an LL.M. degree from the Georgetown University Law Center. Upon graduation from law school, Mr. Milmoe came to the Department of Justice as an Honors Program Attorney in 1986. He served in the Torts Branch of the Civil Division for 29 years. He was the first attorney to be hired into the Civil Division's newly-created Office of Vaccine Litigation in 1988, the same year the Vaccine Act became effective. He served in many capacities in the Office of Vaccine Litigation until his retirement in 2017, including Trial Attorney, Team Leader, Senior Trial Counsel and Chair of the Hiring Committee. He won numerous awards while working at the Office of Vaccine Litigation, including a rarely awarded Inter-Departmental Award presented jointly by the Attorney General of the United States and the Secretary of the Department of Health and Human Services for developing and improving the procedures implemented to efficiently process and litigate vaccine cases. Many of the practices he developed continue to be utilized by the Vaccine Program today.
