Marc A. Smith serves as an Assistant Chief of the Natural Resources Section, Environment and Natural Resources Division, United States Department of Justice. The Section's responsibilities cover a diverse and extensive docket of primarily defensive litigation involving more than eighty statutes, treaties and the U.S. Constitution. The Section's clients include virtually every Federal executive branch agency. Mr. Smith is primarily responsible for supervision of the Fifth Amendment takings docket before the United States Court of Federal Claims and the federal district courts. In that role he has received numerous awards from the Department of Justice, and was the recipient of an award by the Georgetown Environmental Law and Policy Institute for "-principled professionalism in defending the United States of America against regulatory takings claims." Mr. Smith is a longstanding member of the Court of Federal Claims Advisory Council, having been appointed to the Council by the Court's current Chief Judge and her four predecessors. He was the 2007 recipient of the Golden Eagle Award, presented by the Court for outstanding service, dedication and commitment to the United States Court of Federal Claims." Mr. Smith is a former officer and member of the Board of Governors of the Court of Federal Claims Bar Association, having served as its President in 2007. In 2003 Mr. Smith received the Randolph W. Thrower Award, presented by the Association for "-exceptional service to the Bar." Mr. Smith also previously served as an Officer and member of the Board of Directors of the Federal Circuit Bar Association.
